Sovereign cloud, or a sovereign decision system?
Both keep your data in your jurisdiction. Only one gives your model-risk team a decision it can reproduce, validate and defend. Here is how the two approaches compare on the questions an examiner will ask.
| Question | Sovereign cloud with AI agents | Sovereign deterministic decision system |
|---|---|---|
| Runs inside your perimeter | In-country cloud region, operated by the provider | On your own infrastructure, inside your perimeter |
| Reproducible outputs | Generative agents can answer differently on each run | Same inputs, model versions and configuration give the same output, every time |
| Model-risk evidence (SR 26-2) | Assembled by your team after deployment | A validation pack: scope analysis, inventory template, reproducibility test and audit-trail evidence |
| Air-gapped option | Depends on the provider; usually needs connectivity to its cloud | Yes, fully air-gapped |
| Post-quantum cryptography | Depends on the provider's roadmap | Ships as standard, using FIPS-approved algorithms (FIPS 203, 204, 205) |
| Final decision by a person | Agents may act on their own | Always. Generative components are never the final decision-maker |
